Portsmouth regulates trees on public land. According to the City of Portsmouth, no tree may be removed from any public right of way or public place in the city without a permit from the Tree Warden, and permits are not granted until the Trees & Public Greenery Committee has held a hearing. The city’s Urban Forestry Ordinance is in Chapter 8, Article III of the city code.
Before any removal near the road, find out whether the tree is on your property or in the public right of way. For public trees, start with the City’s Trees & Public Greenery page.
The ISA says an arborist can assess whether a tree should be removed, for example when it is dead, dying, an unacceptable risk, or blocking more desirable trees. The ISA also lists pruning for dead branches, form and risk reduction as common reasons to prune, so a tree with one bad limb may not need to come down at all.
